As a Redstone builder I think it should be a feature but I know it may cause some problems in some cases.
I just found a use for this "bug" if Jeb lets it stay as a feature. (If so I have a few requests that may deal with problems caused by this "bug")
I don't know if this is the right place to make requests but here it is:(If you know of a place where I can make requests tell me, other than the MC forums)
1st:
A block that acts like Glowstone in terms of Redstone interaction but reversed.
What I mean is:
A block that lets you build Redstone vertically downwards even it it means "blocking" Redstone from going upwards, and acts like an Glass type block is terms of Redstone passing through the block itself.
2nd:
Placing Redstone torches on Glowstone. (provided that this "bug" stays. I know of a couple of ways that this would improve some Redstone builds, and I can't find any drawbacks of having this as an option)
Placing redstone on glowstone is still moderately new and I dont think all of the "features" of it have been ironed out yet.
Glowstone, although it allows wire to be placed on it will not transmit power. To test this try to pass power through a glowstone block using a repeater. When you place powered redstone on top of a block that block normally becomes "powered" but glowstone cannot. This may be why this bug currently exists.

This was probably because they didn't want you to do that glowstone/redstone pillar trick downward.
I've updated the description of the ticket since it was empty previously and attached a two screenshots showcasing the exact issue. This doesn't change anything about this being intended behaviour though.
Why doesn't reopen the issue?

I am fairly certain that this is a feature of redstone, because you will notice that the power will not go down the block, but if you placed the torch at the opposite end, then entire wire will light up.
