Redstone on top of upside down stairs does not power a redstone torch on the back

When running a redstone line on top of upside down stairs, a redstone torch attached to the back of it is not affected by the redstone line. I do not think this ever worked, but I think it should work.

This only works with transparent blocks. Stairs are transparent. That is why it doesn't work.

I'm aware of the reason why it doesn't work. I'm saying that it should work though. This is similar to the other issue I created MC-217937

Redstone torches need the block they're on to be powered in order for them to deactivate. Transparent blocks cannot be powered as far as I know.
