Using a fire charge on top of fire briefly creates another fire on top of it

The bug

Once a fire is placed down using a fire charge on top of this fire creates a brief visual bug where another fire is shown on top of it for a split second, this only works with fire charges and not a flint and steel. This also uses up a fire charge in survival mode

To reproduce

Simply create fire through natural or manmade means (this can also be soulfire) and then click on top of the fire with a fire charge and the visual bug should occur.

Not a bug. Pretty much the same happens when you place water in the nether or activate a nether portal. For a split second you see water and fire. Same thing when you try to spawn hostile mobs using spawn eggs in peaceful mode.

This is a bug, as you aren't supposed to be able to place fire on top of fire anyway.

Is this still an issue in 1.16-pre3?

Yep, it's still in 1.16-pre3. It also does that on snow layers and most likely other blocks.

This breaks being able to use fire charges on top of extended pistons to trigger a block update.
