Renaming + enchanting cost bug

The level cost for renaming an item is lowered if you at the same time enchant the item using a book.

What I did:
Tried to rename and enchant an item at the same time.

What I expected to happen:
The level cost would increase when I changed its name.

What happened:
The level cost decreased.

What is the renaming costs of the sword (without book) ?

The second picture shows the rename cost without the book. The first picture is with the book. Without the book it's 37 levels and with it it's 23, so it's 14 levels cheaper to enchant with a book AND rename than it is just renaming.

Uhm, sorry for my stupid question, that is show of course in the screenshot.
I wanted to know the cost for enchanting without renaming.

I didn't have the same book & sword this time but I got similar results anyway.

Only enchant cost 12 levels.
Enchant & rename cost 19 levels.
Only rename cost 24 levels.

It would be logical that the middle one is more expensive, but it isn't.

EDIT: The sword is a Smite IV Knockback II sword, and the book is Smite IV.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Tested it. Still doesn't work. I have updated the affected versions.
