[MC-1825] Sand/gravel generator is still working

It's a generator machine which only adds 1-tick more in the whole construtction...

Normaly Minecraft Engine and fix report: it shouldn't be possible to creat such a thing.
Mojang, you know what I mean.

@Jon the Bug is working once again. The bug worked in 1.4.2... but in the pre 1.4.3 the generator is working again... just changed the sand drop timer with 1 tick... implementing a repeater with 1 tick and the generator is working again. It's not fixxed...
