Water doesn't fully freeze.

I mined out some ice in a frozen ocean. 
Filled the gaps with water source blocks.
Now the water only freezes in these strips.
Coincidentally the rain/snow also only shows on these "strips".

Multiplayer server.
World Type = Default.
Seed = -9176820221198559886
Biome = frozen_ocean.
Coordinates = -4400 / 65 / 750

Please provide the following information about the world you are playing in as text. Attaching a screenshot showing them is not enough.

  • World Type:

    • "Default" if you have not chosen one when creating the world.

    • For "Superflat": Additionally provide the generation preset.

    • For "Buffet": Additionally provide the generator type and biome you have selected.

  • Additional generation settings (in case you changed them): E.g. "Generate Structures", "Bonus Chest", ...

  • Seed: Can be obtained by using the /seed command and clicking on the message in chat

  • Coordinates: Can be copied to clipboard by pressing F3 + C

I made a new world using your seed, and tried to recreate what you have in the screenshots. I cleared the ice out and refilled it with water, and after some time, I found the ice had come back at random, not in strips. I turned snow on and it fell on every block, including the water. Not sure if being in creative mode affected it (Though I cleared the ice out with a pick in survival mode).

I downloaded the server world and opened it in single player, and the problem still persists. 
I can not make it happen when I generate a new world with the same seed.

I find the problem with the weather in multiple different places in the problem world. 
I have not been able to figure out what the affected areas have in common. 

Did you open the world in 20w17a? If so, please check if the instructions from MC-179845 solve the issue.

Alright, I've tried following the instructions for the "--forceUpgrade --eraseCache" thing.
I've tried it both through the control panel and by downloading the world and doing it in single player. 
The problem is still there.
[Edit] yes, I did use the world in 20w17a

UPDATE:
After using "--forceUpgrade --eraseCache" it initially didn't fix the problem. 
But a day and a few server restarts later, the problem seems to have gone away.
So I'm guessing eraseCache + a restart and some patience will solve the issue.
