You can enchant everything with an anvil with enchanted books, for example, you can enchant a diamond, even blocks, such as cobblestone.

Which you can enchant an item with the thorns enchantment.

In creative is possible to enchant everything, but not in survival mode.

To reproduce, use an anvil, use enchanted books to enchant, enchant for example, a diamond, it’s enchanted.

We're actually already tracking this issue in MC-95555, so I resolved and linked this ticket as a duplicate.

However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
