Idk is this bug or not,but when you are in creative on anvil you can combine any enchant book with any item,and enc it(etc. sticks,blocks..)

That is intended.

In Creative mode in Java Edition, you can enchant anything using enchanted books.(This is only works on Java Edition, NOT Bedrock Edition!!!)

in 12w49a there was a bug the let you enchant any item it can be anything from blaze rod even dirt block, it still remains unfixed bug for the latest release and the latest snapshot
