Playing a survival game on Minecraft Java Edition version 1.21.10 I managed to enchant a pickaxe with an enchantment that in theory shouldn't be able to be put on it, and on my enchanted pickaxe I was able to put the protection enchantment 3. And this was done without using cheats or commands, the truth is that when I was combining books I thought that I had joined the fortune enchantment with unbreakability 3, but some time later I realized that it was the protection enchantment 3. And I did a check in another world in case it had been a coincidence.
