Horse Armor can be enchanted with a book and an anvil. However, Horse Armor cannot be enchanted when using the "/enchant" command.

That's really disappointing...I hope horse armor gets updated soon so that this would work.
In creative mode, you can enchant everything with incompatible enchantments, intended, see MC-95555
