In creative mode, you can apply enchantments to any item with an anvil. However, bow enchantments are incompatible with crossbows, just like they're incompatible with swords. They can't be applied in survival mode and are not intended to be.

Because this is a change request, not a bug.
Crossbows currently don't support infinity, however this might change in the future.
