So my question is that is it a error in a surprise or it wasn't meant to work? If it wasn't meant to work, please make it work because it makes sense.
Whoever votes wants crossbows to shoot arrows on fire because crossbows are awesome and they deserve it.
Environment
I was using the new blocks to make a cool build when I decided it needs a armor stand, holding a crossbow (Used a data pack to give it arms) and gave it a flame enchantment by accident. I was surprised to see that it worked, so I immediately tested it but the arrow wasn't on fire.

Flame is a bow enchantment, not a crossbow enchantment. The reason "it worked" is because in creative mode, you can enchant any item with any enchantment.
Please do not mark unreleased versions as affected.
