The swift sneak enchantment can be applied to all armor pieces but the faster sneaking only works when applied to the leggings. I applied swift sneak 1, 2 and 3 with books to chestplates, helmets and boots made out of different materials without gaining any sneaking speed. When I applied them to a pair of leggings the enchant worked as intended.
