I was combining enchanted books with my Netherite armour, when i discovered that the anvil would let you combine exclusive enchantments, such as Depth Strider, Soul Speed, Aqua Affinity etc, on any peice of armour, Chestplate, leggings, etc.

Did you do it on creative mode? If yes, that's why. I've tested that and I'm unable to reproduce.
