[MC-276242] Can enchant all items

The bug lets you enchant every item with an anvil, this bug that i reported for 1.21.1 is still active for 24w35a.

Hi! Any details on the exact situation you enchanted in? If you were in creative when it happened then that is not a bug.

Please do not duplicate your own reports (MC-276233). MC-95555 was already resolved as working as intened, which means that it is not considered as a bug.
