[MC-276662] you can enchant an item with enchantments incomparable normally with an anvil in creative mode

What I expected to happen was...:
It wouldnt combine the item with the book

What actually happened was...:
it combined

Steps to Reproduce:
1. get any enchanted book
2. any an enchantable item
3. get an anvil and combine them in creative
