Ruined portals don't always spawn with chest

Confirmed. Using the seed -953538683905638291, there is a portal at 178 72 208 that doesn't generate a chest. The portal is right in view of spawn; no teleporting needed.

Initially set to Works as Intended because we thought it was a rare occurence, and hence OK. Turns out it happens quite often, so we're fixing it.
