What I expected to happen was...:
blaze spawn near the blaze spawner
What actually happened was...:
blaze spawn everywhere in the nether fortress

1. only spawn blazes around 16 blocks from the spawner

We're actually already tracking this issue in MC-182170, so I resolved and linked this ticket as a duplicate.
