Mobs spawn at a much higher than normal rate in Nether fortresses, especially in soul sand valleys

The bug

When going near a nether fortress, an abnormal amount of mobs will spawn. This was not an issue before the nether update.

How to reproduce:

1. Find a nether fortress
2. Wait for a few minutes

→ ❌ Observe how there are an overwhelming amount of mobs spawned at once

Confirmed. This is even worse when a fortress spawns in a soul sand valley. Too many blazes, wither skeletons, zombified piglins, and magma cubes are spawning at the fortress. To reproduce, use the seed -3350813633069355746 and run the following command:

/execute in minecraft:the_nether run tp @p -190 66 -63

They are not spawning more frequently due to any changes with Fortresses, rather since less mobs are spawning outside a Fortress in Soulsand Valley, or near a Warped Forest, more mobs will spawn in the Fortress. If the mob spawning rate is decreased inside the Fortress, then Fortresses in Nether Wastes or near Crimson Forests will have a lot fewer mobs than they should have. Technically speaking, this is not actually a bug since this behavior could be observed in Fortresses completely surrounded by a large lava lake prior to the Nether Update.

This is a bug, it has to be a bug. Something that would allow there to be that many wither skeletons all at once is a bug. The fact that this only happens because not enough mobs are spawning outside of the fortress in those areas does not change the fact that Nether Fortresses in these areas are entirely unapproachable. There has to be a work-around of sorts.

It is definitely a bug. Wither Skeleton spawns aren't supposed to be frequent. Even if it was just the soul sand valley, it would just be an excess of blazes, since blaze spawns are frequent. Wither Skeleton spawning should be infrequent spawns no matter which biome the fortress is in, so this is definitely a bug.

Can confirm in 1.20 pre-release 6. Happened upon a nether fortress in a soul sand valley and it has an overwhelming amount of blazes and wither skeletons especially.

This is because the only mobs that spawn in soul sand valleys are skeletons, Minecraft limits the mob spawning in soul sand valleys and warped forests because they want it to appear more sparse. This means that you don't have to spawnproof these biomes for wither skeleton farms, as this is what this mechanic is most useful for mainly.
