The Soul Sand Valley biome in the Nether dimension seems to spawn very little to no mobs, especially comparing to neighboring biomes. On the screenshots provided you can see a ridiculous amount of mobs in the Nether Wastes right next to an empty Soul Sand Valley. Fortresses in Soul Sand Valleys are the opposite way, producing an insane amount of Fortress mobs.

I disagree, this isn't a duplicate. The spawning relates to Ghasts and Endermen as well, and the Fortress mobs are a whole separate issue also mentioned in this report, most likely connected to the problem of low spawn rates.
Alright, I'll throw in MC-182170 - as for ghasts and endermen, I am unable to reproduce.
I think it may be that MC-183673 is a dupe of this one, as my world and my separate testing both resulted in very few Ghasts. I'm working on a large build in the Soul Sand Valley right now and it's super rare to hear a Ghast's cries, as opposed to before this started. I'm happy to provide my world files if it would help.
Thank you for your report!
