A Strider With Levitation effect not levitates when not holding warped fungus on a stick

Step 1
I'm Going to nether and spawn a strider
then i give levitation effect to that strider

Step 2
I give a saddle and ride the strider with the warped fungus on a stick, the strider not levitates
but when i change it to other item, the strider levitates
