Nether Portal doesn't trigger the sound when the player steps in and exits the portal. It only plays the sound when it is activated. It started at an unknown time.

What I expected to happen was...:
The nether portal should have the sound of when the player steps through and warps through the nether portal. For this case, it does not.

What actually happened was...:
The portal only made the sound effect of the nether portal instead of the other two sound effects that the game was intended to do.

Steps to Reproduce:
1. Make and activate a nether portal (Skip this if you already have one)
2. Step in the Nether Portal to warp to the Nether. If you're in the nether, build one to the Overworld
3. Notice it only plays the sound effect only when it's active
