When the player places a leaf block of any kind, the transparrency layer is black. However, in the hotbar and when you hold them they still have some transparrency.

If you have Fast graphics enabled, the black layer is intentional. You are, however, correct that there should not be a discrepancy between leaves placed in the world and held in the inventory.
