[MC-18405] 13w25b water bucket placement bug

I placed a bucket of water in a stream of moving water, when I did so the water placed correctly but water particles came off of the placed block of water and made a breaking block noise.

Environment

Windows 7 Professional, Java Version 7 Update 21
