Debug overlay is not hidden with F1 mode in some cases

How to reproduce

  1. Enter F1 mode

  2. Enter F3 mode

  3. Press ESC (alternatively open your inventory)

Observed results

The debug overlay is visible on the background.

Expected results

The debug overlay should remain hidden.
