Withers will not spawn on blocks with wither roses. bug was marked as fixed, but as you can see in the photo(taken at fov 30 with almost no surrounding spawning areas, and taken well over 24 blocks away)

Wither Skeletons can only spawn on nether bricks. The netherrack is what is preventing them from spawning. I hope this fixes the problem.

Duplicate of MC-182743 - we have not received any further reports about it still occurring - if there are more, the issue will be reopened.
