The IDs of the dimensions are now 19, 20, 17 (overworld, nether, the end)
While this might have been intended it wasn't included in the changelog and has broken datapacks that teleport players to homes set with dimension ID.

This is an an existing server running over several versions of 1.16 snapshot.
It's running on a Ubuntu server. Fabric has been used previously but this issue appeared on vanilla jars.
Server was updated from previous snapshot where the dimension IDs were as expected. Now dimension IDs are returned as described above.
Does it happen on a brand new world? The world you described has previously been used in a heavily modded version, so it's likely the issue stems from that.
It is not possible really to have a heavily modded snapshot server. I've not tested it on a new world. The server is running on vanilla jars. This has never happened before when updating through several versions of 1.16 snapshots.
The world has previously been used on a Fabric server, which is a third party modifications. Please confirm that this happens in a world that has never been used or modified with third party software.
Unable to reproduce, two new worlds both ended up having -1, 1 & 0 as the dimension IDs. Please provide steps on how to reproduce.
