[MC-184866] Spawn Rates Within Soul sand Valley

As of this snapshot, no mobs have been able to spawn within a soul sand valley. For example: In a soul sand valley loaded in since version 20w06a there is a Nether Fortress. Blazes (aside from Blaze spawners), Wither Skeletons, Ghast and other hostile mobs cannot spawn.
