Nether rain

Cannot reproduce, see screenshots.

but in my case, i didnt used commands to make rain. and idk if it changes something, but u set the rain in the nether.

Please provide a screenshot of the nether while it is raining and while it is not raining - I personally do not see a difference in render distance in Nether nor Overworld
