[MC-185308] Wither Skeletons are not spawning in Nether Fortress

While at a nether fortress in the newest release looking for wither skeletons, but none are to be found. In previous Snapshots there were Withers spawning in the Fortress.

I was about to make a report about this too.

Tested in a Soul Sand Valley fortress:

Creating a large Nether Brick spawning platform on a crossroad in the fortress resulted in no spawns after ~1 minute in 20w21a but downgrading the world to 20w20b fixed the issue

Ok, this seems to be a duplicate of MC-184740after doing a bit of backtracking in the tracker. The issue is a problem with the new structure names.
