Step 1: I made Frostwalker II boots and put them on.
Step 2: I went to the water.
Step 3: Once I was 4 blcoks near the water it foze and immediately smelts.
Every time I walked the water the water froze and immediately smelts.

I'm unable to reproduce, the Frost Walker enchantment seems to be functioning just fine for me - please provide more detailed reproduction steps.
