[MC-185340] Endermen spawn rate

Endermen spawns like only once per night. Taking over 2 hour to get enough ender pearls to go to the end. I have tried to farm in many different biomes but none of them work.

Testing amounted to endermen making up about 0.5% of mobs spawned. While this is low, it's not so low as to call it a bug for me.
