[MC-186002] old maps being overwritten

old maps can be given to the player via commands but when i make a new map it takes priority and erases the old map data
edit: the old maps are locked so shouldnt be overwritten anyway

yes the world was opened in 20w17a, running a server through a cmd on my computer

20w17a had some significant issues with maps, this issue most likely was caused by this. All issues were fixed, however, saves opened in that version may be corrupted beyond repair.
