Redstone Does Not Activate Upward Facing Dispenser

If you're going to say it works as intended, please give proof by some Minecraft dev that this is how it's supposed to be.

Found a similar issue.

This is simply how Redstone works, so "Works as intended" is absolutely right in this case.
