[MC-186128] Cannot put minecart on rail

What I expected to happen was...:

Put minecart on rail.

What actually happened was...:

I try to put minecart on rail (any) and it is not letting me put it. nothing happens

Steps to Reproduce:
This is happening in one of my worlds, not sure how.
