[MC-186175] No valid open body of water in latest snapshot

I created a 7x7x4 body of water and it is not considered a valid open body of water for fishing treasure.

Please make sure these conditions are met:

This is technically defined as the 5×5×4 vicinity around the bobber (2 blocks away horizontally, 2 blocks above the water surface, and 1 block deep). Each layer in this area must consist only of air and lily pads or water source blocks, waterlogged blocks without collision (such as signs or coral), and bubble columns.
