[MC-186285] Dispensers can not spawn boat without water

How to reproduce this bug:

1.Put the boat in the dispenser

2. Activate dispenser

Waiting: a boat should appear, similar to minecarts ✔

What happens: the dispenser throws the boat out❌

I believe that the dispenser should be able to place boats without water, since the player can do fine too as well

Cannot reproduce, please note that the block the dispenser is facing has to be a valid location for a boat (i.e. water)

Well, if the dispenser is directed into the water, it works. But why can a player place a boat without water, but a dispenser can't?
