Certain loot chests generate with no items.

What I expected to happen was...:

For the chests to contain loot.
What actually happened was...:

The chests in certain structures contained no items at all.

Steps to Reproduce:
This appears to only happen with all village chests, all bastion remnant chests, and all ruined portals. It also seems to happen with some mansion chests (I know some are supposed to have no have loot in them, it happened with some that are supposed to have items in them)
You just have to find the structure and open a loot chest and there is no items in it. Some users have said that walking far away and coming back sometimes makes the items generate, but not always.
