Hostile mobs spawning in drained ocean monuments

Hostile mobs, spiders, creepers, endermen, zombies, and skeletons, are all spawning inside and ontop of my drained ocean monument. This did not happen before 20w21a. they spawn on unrestricted prismarine blocks and prismarine bricks that were generated naturally with the monument.
