Loot does not generate in some chests

While making a creative world in seed -1644214668769502950, I noticed that a chest in a pillager outpost and another chest in a ruined portal contained no loot. I opened both chests in creative mode.

Update: I have also found a bastion remnant that generated chests without loot.
