I've tried using /locate a few times in 20w22a - multiple times to find a village in the Overworld, and once each to find the new ruined portals and bastions in the Nether. Every time I tried this, the command returned nothing - no coordinates, no error message.

Please provide the following information about the world you are playing in as text. Attaching a screenshot showing them is not enough.
World Type:
"Default" if you have not chosen one when creating the world.
For "Superflat": Additionally provide the generation preset.
For "Buffet": Additionally provide the generator type and biome you have selected.
For "Customized": Additionally provide the world generator settings file.
Additional generation settings (in case you changed them): E.g. "Generate Structures", "Bonus Chest", ...
Seed: Can be obtained by using the
/seedcommand and clicking on the message in chatCoordinates: Can be copied to clipboard by pressing
F3+C

When I initially tried, /seed also showed nothing.
I had /gamerule sendCommandFeedback false initially; when I set it to true, the bug disappeared. The bug should be: Commands that reply data (/locate, /seed, etc) do not reply when sendCommandFeedback is false.
