I started up a new world in the new snapshot and found a ruined portal, I looked in the chest and it was empty. So I went looking for more and they were all empty, in the Nether, the Overworld, everywhere. To reproduce just start a new world and open ruined portal chests. I have not checked if all chests are affected

I had the same problem with chests in villages, portal ruins and pillager outposts
Edit: I checked shipwrecks chests and followed the treasure map and both generate normally.
