Any chest found in the over-world whether the chest are found in the village or at the ruined portal site do not have anything in them. I don't know if this affects chest found in mine shafts or if they affect the chest found in the nether.
Environment
Operating System: Windows 10, Java version: 1.8.0, It was a newly created world, not texture packs, no data packs, just a pure vanilla game.
