Zombie reinforcements spawn on magma blocks

zombie pigmen (zombified piglins in 1.16) spawn on magma blocks because they're immune to fire damage
but...
they call for zombie reinforcements if they're going to attack a player
and the game spawns the zombies on magma blocks...
which it's not supposed to do because mobs that are not immune to fire damage shouldn't spawn on magma blocks because as soon as they spawn they get hurt
