Haste effect on beacon not granted

When activating a maximum-tier beacon and selecting Haste as one of the effects, even though the symbol appears and the GUI shows that it is being applied, practically there is no difference in mining speed (i.e., even though it is shown, the effect is not really there). I've duplicated this in Creative worlds using different blocks and the result is the same. Furthermore, if paired with a secondary Regeneration effect on the beacon, the Regeneration works properly though the Haste does not.
