[MC-187453] Bad Omen Impossible To Get In Loading First Old Worlds

So if you kill a Outpost Captain in a world that has been backed up from a previous version, you don't get the Bad Omen effect. I opened the world again and when I killed another Pillager Captain it worked. I think that only sometimes that happens. Or when you first load up the world.

I'm unable to reproduce, and judging from the description, there are no proper reproduction steps either. Please note that Pre-release 1 had major issues which may have caused this, but all of those have been resolved. If you ever manage to find reproduction steps, please open a new report.
