Feather falling on every piece of amour

Cannot Reproduce

it allowed me to enchant any piece of amour with feather falling in a anvil it doesn't let me do it with commands

Cannot reproduce in Survival, this is intended in Creative.

Use the /data instead of the {/enchant command to get 'illegal' enchants.
