When I set the resource-pack in the server.settings file to
http://prosnap.co/prosnap_rs_pack.zip
Or any other valid url it gets changed during the launching of the server to
http\://prosnap.co/prosnap_rs_pack.zip
This seems to be causing an issue with resource pack loading as my server-resource-packs folder in .minecraft remains empty even tho the minecraft client states it is downloading the resource pack.
Steps to reproduce:
Set the resource-pack url in server settings
Set the sha1 hash i used (http://www.sha1-online.com/) with an input of "prosnap_rs_pack"
Launch the server
Tested on both localhost and dedicated server, same result

The server logs seem to be normal however there are errors in the minecraft logs, In addition the resource pack download screen will get stuck open and softlock the player in that game state requiring the game to be restarted
Just to confirm, can you download the pack yourself without any issues? Because your game gives a generic connection error when trying to download it.
I am also experiencing this issue on version 1.16.1. Have tried several things to get a server resource pack to work including:
using sha1
not using sha1
using a different pack
using a different webserver to provide a link to the zip
using a different resource pack (and sha1)
using a fresh minecraft install (also wiped .minecraft)
using a different server client (spigot, bukkit, minecraft's own server client downloaded directly from the client)
Client side error log:
Please provide the server log, as well as a client log after trying to join a server.
