[MC-1876] Efficiency don't works on Snow

When you have a tool (except shovel) enchanted with efficiency and break a snow block and snow cape the enchant does not affect it and broke slowly.

This is a brilliant feature, as it makes the snow block unique.

I think this works as intended, efficiency doesn't work on blocks that the tool wouldn't normally drop blocks for. For example an efficiency shovel won't dig stone fast. Pickaxes and axes do not work on snow.
