[MC-187610] Nether Fortress is not generated

I created a survival in 20w21a.

The only fortress that I found were the fortress near to the portal, then when I update to 20w22a. I was searching hours with elytra and I didn't find any fortress. I used an extern pages that gives the coords of fortress I if input the seed and the fortress weren't appear.

This may just be bad luck, some worlds have the tendency to generate them very rarely - that is intended. Please provide the seed of the world.

Cannot reproduce, there are several fortresses on the seed, another one is at -1135 / 800 for example.

Is it intentional fortresses generate so much less often than in previous versions? In 1.15 our nether had at least 8 within 1000 blocks of spawn, since we deleted the nether chunks for the 1.16 snapshots so they could generate anew it has 1.

The distribution has changed, overall I do believe there are slightly less, yes, but not by a lot. However, due to the generation changes, seeds that previously had many now have the chance to have less.
